ProActive's recommendations on moving from ITIL V2 to V3 Certification.
Now available for download, Bob Philipson, Managing Director of ProActive Services has released a letter outlining ProActive's recommendations for moving from ITIL V2 to V3 certification.
Whilst we fully support V3 we want to ensure that organisations who are already implementing ITIL do not lose momentum during the transition period. There is a lot of interest and 'hype' about V3: ProActive's aim is to ensure customers are fully briefed on the facts and to offer a balanced view about the recommended approach for both organisations and individuals to transition from V2 to V3.

Questions we are getting from our customers indicates that there is quite a lot of confusion regarding the official status of V3 certification and hence the continued requirement for V2 certification. This situation has been compounded by a certain level of incorrect information being communicated in various mediums by ITSM Service Providers both locally and overseas.
It is also understood that representations have been made to the itSMF, by some members, seeking clarification on the situation above. This confusion is making it hard for customers to make plns for training and dependent activities.
You may recall that back in June we presented our recommendations for moving from V2 to V3 certification (see below) and we promised we could keep our customers fully briefed on the facts about V3. Since that time, nothing has changed, indeed some other providers have now issued similar statements.
Following discussions with the itSMF, initiated by them, we are pleased to advise that they will be issuing a statement in the week of 23rd July to clarifiy the status of V3 certification, along the lines of our prior communication.
Without in any way preempting the statement from the itSMF, the situation as far as we are concerned is as follows:-
• The only V3 certification that is available is the Foundation Certificate and that is still in pilot mode.
• Released in the last few days to training providers is a draft syllabus of the bridging course for V2 Manager’s to upgrade to the ITIL Diploma. Whilst it is antited that this syllabus will be formally released in September with the training courses to be offered post- this period, that has not yet been confirmed. We will be offering this course as soon as practicable once it is available.
• There is NO certification currently available for the V3 Refresh course (Foundation Certificate level) although we understand that the issues ociated with this certification are close to being complete. We will communicate any changes to you as soon as they become available.
• The certification ‘roadmap’ including credits for V2 certifications has yet to be ratified.
Our advice from June has not changed and whilst we can understand the frustration that the current siuation may be causing, we do not want to sell courses and certifications that do no yet exist.
ProActive have spent over 10 years working to provide individuals and organisations with the highest quality ITIL certification. It is our intention to keep providing the same level of quality to our customers into Version 3, however our mission to offer quality and value means that we recommend organisations continue with the currently available V2 certification until the V3 roadmap is confirmed, available, and proven - to provide the right levels of information to satisfy our customers. Where a customer does want the V3 Foundation Certificate training, we are more than happy to deliver that as a client specific course.
We totally support the approach taken in Version 3 and are looking forward to offering these training courses when more of the V3 certification is available.

In a recent communication from APM Group, the first V3 Intermediate Certificates are due to be released in October 2008. The Intermediate Certificates are effectively the updated form of the V2 Manager's Modules (Lifecycle) and Practitioner (Capabilities) Certificates.
In V3, these are separated out into two distinct streams:
- the Lifecycle stream and
- the Capabilities stream.
October 2008 will see the release of 5 of the 9 Intermediate Certificates, with January 2009 expected to be the release date for the remaining 4 Intermediate Certificates, plus the "Managing through the Lifecycle" qualification which will lead to the ITIL Expert Certificate in Version 3.
Service Lifecycle courses accrue 3 points each towards the ITIL Expert Certification, and Service Capability courses accrue 4 credits each.
Students must have accrued 17 points or more to progress to the Managing Across the Lifecycle course, and as such, the ITIL Expert Qualification.
It is ProActive's intention to release these courses once they have been considered to offer value to customers, and they will be developed in line with customer demand.
As such, the first courses to be scheduled will be the Operational Support and Analysis (OS& A) and Release, Control and Validation (RC& V) capability courses.
Following the above course development will be Service Offerings and Agreements (SO& A) and the Service Transition and Service Operation Lifecycle courses. If you are interested in these courses, please contact the Public Training team, as we will soon be making decisions on where to schedule these courses once released.
The Practitioner and Manager's Certificate courses still accrue credits towards the achievement of the ITIL Expert (in Version 3). These courses are still available subject to demand - with a number of Manager's Certificate programmes in progress as at the end of August, and a new programme commencing in Canberra in October.
For students wishing to achieve ITIL Expert level, completing the V2 Manager's Certificate, followed by
the V2 - V3 Manager's Bridging course is the most time-efficient and cost-effective path (with 16 training days).
In comparison, undertaking the Expert level using V3 courses means that students will have to attend at least 20 training days (and 5 - 6 exams!!).
